After this news came about the promotion of school teachers in Odisha, many of our users emailed us to write an article about the Promotion, Pay Scale, and Gradation of Primary and Upper Primary School teacher in Odisha.
As you know whenever our government releases any official notification, it is very much difficult for us to understand every word of it. 5. Total number of Headmasters and Headmistress in Primary School in Level-IV: 15772
 
6. Total number of Headmasters and Headmistress in Upper Primary School, in Level-III: 17696
 
7. Total number of Senior Headmasters and Headmistress in Upper Primary School, in Level-III: 1073
 
So in total, there are 135656 teachers in both Primary and Upper Primary Schools in Odisha.
 

Different Levels of Service for Primary and Upper Primary School Teachers in Odisha

As you know different posts of teachers are categorized on different levels in their service. And these levels decide their promotion to the next level. These levels also decided on their pay scale. With an increase in levels to the next level, their pay scale also increases. And bigger is the levels, bigger is the responsibility comes with that.
 




Here we have categories seven levels according to the  Odisha Elementary Education Service guideline.
Level-V(A): Consists of Assistant Teachers of both Primary And Upper Primary School
Level-V (B): Consist of Senior Teachers of both Primary and Upper Primary School
Level-IV: Consists of Headmaster and Headmistress of Primary School, & Graduate Teachers of Upper Primary School
Level-III: Consists of Senior Headmaster and Headmistress of Primary School, & Headmaster and Headmistress of Upper Primary School
Level-II: Consists of Assistant Block Education Officers
Level-I: Consists of Block Education Officers
Level-I ( Senior): Consists of Senior Block Education Officers
There is also another post as Junior Teachers, they are promoted to Assistant Teacher, Level-V (A) after selected by a committee and for that Concerned Senior Block Education Officer Or the Block Education Officer issue appointment order.

Promotion of Primary and Upper Primary School Teachers According to Different Service Levels

As we have already told you that promotion to the next levels depends upon your current service level and your educational qualifications.
 
So basically promotion occurs in the ascending order starting from Level-V (A) to finally Level-I (Senior).
Here is what is the procedure at each level.
 
First promotion occurs from Level-V (A) to Level-V (B), Level-V (B) to Level-IV, Level-IV to Level-III, Level-III to Level-II, Level-II to Level-I and finally from Level-I to Level-I (Senior).
 
From Level-V ( A) up to Level-III, District Education Officer makes necessary allotment after approval by the Director of Elementary Education. These allotments are issued to the respective Senior Block Education Officer Or Block Education Officer.

Criteria of Promotion for Both Primary and Upper Primary School Teachers in Odisha

1. Criteria and Qualification for promotion from Level-V (A) to Level-V (B) –  
  • Candidates must have served continuously for a period of 4 years in Level-V (A).
  • 50% of the vacancies will fill up for the candidates who have passed the 10th+2 Examination with Graduated with Secondary Teacher Training Or Certified Teachers Course.
  • The other 50% of the vacancies will be filled up by candidates possessing a Bachelor’s Degree in any discipline with Secondary Teachers Training Or a Certified Teachers Course Or Diploma in Elementary Education Or Bachelor in education.
2. Criteria and Qualification for promotion from Level-V (B) to Level-IV 
  • Candidate must have served for a period of 2 years in the post of service Level-V (B). 
  • Candidate must have passed 10th or +2 Examination or Graduation with Secondary Teacher Education or Certified Teachers Course or Diploma in Elementary Education or Bachelor in Education. 
  • If there is non-availability of adequate teachers to the post of Level-IV, it will be filled up by teachers from both Level-V (A) and Level-V (B)  having 6 years of experience in any of these levels with at least 1-year experience in Level-V (B). 
3. Criteria and qualification for promotion from Level-IV to Level-III 
  • Candidates must have served a period of 2 years in the post of Level-IV (as Graduate Teacher).
  • Candidates must have a Bachelor’s Degree in any discipline like above.
4. Criteria and Qualification for promotion from Level-III to Level-II 
  • Candidates must have served for a period of 2 years in the post of Level-III as Headmaster or Headmistress of Government Upper Primary School.
  • Candidates must have a Bachelor’s Degree like above. 
5. Criteria and Qualification for promotion from Level-II to Level-I 
  • Candidates must have served for a period of 2 years in the post of Level-II as Assistant Block Education Officer.
  • Candidates must a Bachelor’s Degree like above. 
6. Criteria and Promotion for Promotion front Level-I to Level-I (Senior) 
  • Candidates must have served for a period of 2 years continuously in the post of Level-I as Block Education Officer

The Scale of Pay and Grade pay for Primary and Upper Primary School Teachers in Odisha 

Without going through the much details part how it is calculated, I’m giving you brief information about the Scale of Pay and Grade Pay for both Primary and Upper Primary School Teachers in Odisha. These value depends upon different levels of the post and is based upon the ORSP Rules, 2008.
 
Here is the list of Scale of Pay and Grade Pay for Primary and Upper Primary School teachers in Odisha.




1. For Level-V (A): Scale of Pay, Rs. 5200-20200 with Grade Pay of Rs. 2200
2. For Level-V (B): Scale of Pay, Rs. 5200-20200 with Grade Pay of Rs. 2400
3. For Level-IV: Scale of Pay, Rs. 5200-20200 with Grade Pay of Rs. 2800
4. For Level-III: Scale of Pay, Rs. 9300-34800 with Grade Pay of Rs. 4200
